TECHNICAL GLOSSARY

ACMI (Aircraft, Crew, Maintenance, Insurance)

A leasing arrangement where the lessor provides aircraft and operational capability while the lessee retains commercial control, subject to regulatory approvals.

AML/CFT Compliance

Anti–Money Laundering and Counter-Financing of Terrorism obligations relevant to high-value cargo and asset transport operations.

AOC (Air Operator Certificate)

Certification issued by a civil aviation authority authorising an operator to conduct commercial air transport operations.

Cabotage

Restrictions on carrying passengers or cargo between two points within the same country by a foreign-registered aircraft.

Mission Risk Assessment

Structured evaluation of operational, security, regulatory, and environmental risks associated with a specific flight or programme.

Operational Control

The authority and responsibility for initiating, conducting, or terminating a flight in accordance with applicable regulations and safety standards.

Operating Regimes

Part 91 (Non-Commercial / Private Operations)

Part 91 governs private, non-commercial aircraft operations. Flights are conducted for the owner’s or operator’s own purposes and are not offered for hire or compensation. These operations emphasise owner control, operational flexibility, and internal risk management, while remaining subject to applicable safety and airworthiness requirements.

Typical use cases include corporate aviation, owner-operated aircraft, and managed private fleets where no commercial carriage of passengers or cargo occurs.


Part 135 (On-Demand Commercial Operations)

Part 135 governs on-demand commercial air transport, including charter operations. Flights are conducted for hire under the authority of an Air Operator Certificate (AOC) and are subject to enhanced regulatory oversight covering crew qualifications, operational control, maintenance programmes, safety management, and record-keeping.

Part 135 operations are designed for third-party carriage and require strict compliance with regulatory, safety, and operational standards.

SMS (Safety Management System)
